LAKE FOREST, Ill. - Phil Emery presented a thorough plan for improving the Chicago Bears, and team president Ted Phillips loved his attention to detail and his toughness from his days as a strength and conditioning coach at Navy.
That's how Emery became the top choice to become the team's new general manager. And when Phillips called around the league and talked with other GMs, coaches and executives to get their take, he heard nothing that challenged his initial impression.
"Nobody had a negative thing to say about Phil Emery, so I became intrigued early on," Phillips said.
Emery was introduced Monday as the Bears GM, taking over after Jerry Angelo was fired following an 8-8 season that featured the Bears faltering down the stretch after injuries to quarterback Jay Cutler and running back Matt Forte.
During Angelo's 11-year run, the Bears won four division championships, reached the Super Bowl and got back to the NFC championship game after the 2010 season. But Angelo, who had been under contract through 2013, was undone on several fronts ? especially when backup Caleb Hanie struggled mightily after Cutler was hurt.
Chicago has missed the playoffs four out of the last five seasons.
The 53-year-old Emery actually worked under Angelo when he was a Bears area scout from 1998-2004. His final year in that post overlapped for five months with coach Lovie Smith, whose future Emery will now determine.
Emery made it clear that he's his own man and not following in the footsteps of Angelo, who like Emery had an extensive scouting and personnel background before getting his first GM job.
"I'm a very different person than Jerry. I worked for Jerry. I respect him. But we both come from different backgrounds as any two people would," Emery said. "My influences are different."
Emery spent the three previous seasons as director of college scouting for the Kansas City Chiefs. From 2004-08, Emery held a similar post with the Atlanta Falcons. Among his several college coaching stops were stints as conditioning and strength coach at both Tennessee and Navy.
There are areas where he is not as experienced. Emery said during his stay with the Falcons he became familiar with salary-cap issues, but acknowledged he would have to rely on Bears lead contract negotiator Cliff Stein.
Emery and New England Patriots director of pro personnel Jason Licht were finalists and both interviewed twice. The Bears also interviewed San Diego Chargers director of player personnel Jimmy Raye, New York Giants director of college scouting Marc Ross, and former director of player personnel Tim Ruskell.
Ruskell and the Bears parted ways by mutual decision Monday, a team spokesman said, so Emery now has a vacancy to fill.
Phillips said Emery's previous stint with the Bears was not a major consideration in him being hired.
"The familiarity really had no bearing at all," Phillips said. "I mean, he was an area scout so you really only saw him at draft time for a couple of weeks so I really didn't have a relationship with him.
"But what you do find out is ? you did sense even back then ? that he had convictions in his evaluations even back then. You saw a little start of what might be traits of a general manager but really had nothing to do with the fact that he worked here."
Phillips' mandate for his new GM was an ability to work with Smith and close the talent gap in the NFC North with the Packers and more recently the Detroit Lions. He said he also wants the Bears to be more productive with their higher picks.
As for his relationship with Smith, Emery said he, Smith and all members of the coaching staff and football operations department will be evaluated daily.
He praised the schemes Smith has brought to the Bears and said he would do everything possible to be in synch with Smith and work with him toward building a championship through the draft and free agency.
"I have great respect for what Lovie has done," Emery said during a nearly hour-long news conference at Halas Hall. "The consistency of teaching, of being systematic is very important. I would say that the Naval Academy taught me more in that area than any other coaching assignment.
"We had players who were under extreme stress in their daily activities and it was very important that the scheme stayed the same so that we could play fast. ... When I watch Lovie Smith's defense those players play fast because they know the scheme. So consistency is important."
Phillips said Emery has the power to hire and fire a head coach and final say on the 53-man roster but he doesn't expect there to be any problems.
"The idea is you work together to find the best team for the Bears," Phillips said. "I don't know of a single team that's been successful with a general manager jamming players down the coach's throat."
Emery, who said he watched tape or six or seven Bears games before his first interview and even more before the season, praised Cutler and veteran linebacker Brian Urlacher, who will be entering his 13th NFL season as the Bears' marquee defensive player.
"I've heard rumblings that there is age on our roster," Emery said. "I kind of look at it this way: It's not a numerical number. It's whether you are making plays. If it was just a numerical number and number of gray hairs, I wouldn't be standing here."

LONDON ? Royal Bank of Scotland chief executive Stephen Hester will not be accepting a 1 million pound ($1.5 million) bonus that drew criticism from British public and politicians, the bank said Sunday.
Spokesman David Gaffney said Hester would not receive the bonus of 3.6 million shares he was awarded last week by the board of the largely state-owned bank.
The British government spent 45 billion pounds bailing out RBS three years ago. It still owns an 82 percent stake, and politicians had criticized the reward at a time when Britons face painful spending cuts and tax hikes.
The government ? which has insisted it has no control over the bank's bonuses ? welcomed the announcement.
"This is a sensible and welcome decision that enables Stephen Hester to focus on the very important job he has got to do, namely to get back billions of pounds of taxpayers' money that was put into RBS," Treasury chief George Osborne said.
The decision follows Saturday's announcement that RBS chairman Philip Hampton was waiving his own bonus of 1.4 million pounds in shares.
Hester and Hampton were brought in after Fred Goodwin, who led RBS's ill-fated takeover of Dutch bank ABN Amro, stepped down in October 2008 as the government was spending billions to prop up the bank.
The board of directors decided last week to award Hester a bonus of 3.6 million shares ? worth just under 1 million pounds at Friday's closing share price of 27.74 pence. That came on top of his annual salary of 1.2 million pounds.
Prime Minister David Cameron said Saturday that Hester's bonus was "a matter for him," but pointed out it was much less than last year's.
The government claimed it had no control over bonuses awarded by the bank, and said replacing Hester if he resigned would be more costly than paying the reward.
But many politicians were critical. London Mayor Boris Johnson, a Conservative like Cameron, said he found the bonus "absolutely bewildering."
Rachel Reeves, Treasury spokeswoman for the opposition Labour Party, said Sunday the sum was inappropriate "when families are feeling the pinch."
"It's time the government explained why they have allowed these bonuses to go through unchallenged," she said.
Before the bank's announcement, the Labour Party said it would force a vote in the House of Commons next month calling for Hester to be stripped of his bonus.

BioWare originally announced that players and their companions in "Star Wars: The Old Republic" would only be able to experience mixed-gender romantic relationships. After many inquiries from fans asking the developer to explain the decision, earlier this week a new forum post by Stephen Reid, the senior online community manager for the game, showed up on the company's official website announcing that those fans had been heard and same-sex romance will be added to the game.
BioWare's statement explained that while the game will still launch with only male/female relationships, they will be adding same gender romance options in future updates.
"Due to the design constraints of a fully voiced MMO of this scale and size, many choices had to be made as to the launch and post-launch feature set. Same gender romances with companion characters in 'Star Wars: The Old Republic' will be a post-launch feature. Because 'The Old Republic' is an MMO, the game will live on through content expansions which allow us to include content and features that could not be included at launch, including the addition of more companion characters who will have additional romance options."
"Companion characters" are computer-controlled characters that follow player-created characters around the virtual world, aiding them as gamers maneuver through the story.
The response to BioWare's announcement has been massive. There are 326 pages of comments as of Friday afternoon on the official "Star Wars: The Old Republic" forum alone. They range from "thank you for listening to our requests" to "how dare you expose my children to this."
The game has no firm release date, only a release window of "holiday 2011." It has also already received an ESRB rating of "T for Teen," meaning the game is recommended for players 13 and older. Neither facts have stopped detractors from crying foul, such as John Nolte on the blog "Big Hollywood," who starts his post on the subject with "Say goodbye to your child's innocence," and ends with the inaccurate proclamation, "Announcing the gay relationships AFTER the game has been sold is pure bait and switch."
The game already has reportedly broken preorder records for publisher Electronic Arts.

CAIRO/BEIRUT (Reuters) ? The Arab League suspended its monitoring mission in Syria on Saturday because of worsening violence, a move Damascus said was an attempt to draw foreign intervention as it struggles to quell a 10-month revolt against President Bashar al-Assad's rule.
The Arab League took the decision days after calling, unsuccessfully, for Assad to step down and make way for a government of national unity. It will take an Arab peace plan to the U.N. Security Council next week.
The rising violence in Syria took a dramatic turn this week when rebels seized three Damascus suburbs. On Saturday the army launched an offensive against them, leading to intense fighting.
"Given the critical deterioration of the situation in Syria and the continued use of violence ... it has been decided to immediately stop the work of the Arab League's mission to Syria pending presention of the issue to the league's council," Secretary-General Nabil Elaraby said in a statement.
Arab League foreign ministers are expected to discuss early next month the possibility of withdrawing monitors completely, a League official said, but added that the secretary general could pull monitors out at any time if necessary.
"Syria regrets and is surprised at the Arab decision to stop the work of its monitoring mission," state channel Syria TV cited a government official as saying.
"This will have a negative impact and put pressure on (Security Council) deliberations with the aim of calling for foreign intervention and encouraging armed groups to increase violence," the official added.
The Arab League mission was sent to observe Syria's implementation of a League peace plan, but the level of violence remained high and there was no sign of a let-up in the crackdown on unrest by Assad's forces.
The mission's mandate was extended for a second month, but critics said the team's presence had not lessened the fighting, and the mission was further undermined when Gulf states withdrew their monitors last week, saying the team could not stop the violence.
Diplomatic pressure on Assad to step down or to carry out the peace plan has been weakened by his continuing support from Russia and regional power Iran. Assad himself blames the unrest on foreign-backed militants.
FIGHTING, DEFECTIONS NEAR CAPITAL
There was fighting outside three rebel-held suburbs of Damascus on Saturday, activists said, adding they believed the army was trying to prevent the insurgents from building a stronghold in an area so close to the centre of government.
Eight residents were killed and dozens wounded and 11 government troops killed in the clashes, the Syrian Observatory for Human Rights said, adding that security forces shot dead four civilians and an army deserter elsewhere in the country.
The Damascus insurgents were emboldened by a string of reports of army desertions, and activists said one group of deserters had brought with them their three tanks.
A spokesman for the rebel forces, known as the Free Syrian Army (FSA), said he did not have a complete tally but estimated that over 100 soldiers had deserted in the area on Saturday.
Elsewhere, activists said they were still recovering bodies from a sectarian "massacre" of Sunni Muslims in a neighbourhood of the flashpoint city Homs, which they blamed on pro-Assad militiamen belonging to the president's minority Alawite sect.
The Syrian Observatory, which said the death count had risen to 47, said snipers and checkpoints had made it difficult for activists to enter the district and find all the bodies.
Activists told Reuters by telephone that rebels who control the towns of Saqba, Kafr Batna and Jisreen were exchanging fire with soldiers who were shooting back from tanks and had used anti-aircraft guns and mortars.
A video uploaded by activists, purported to be from a rebel-held Damascus suburb, showed smoke rising from behind a mosque and heavy gunfire erupting in the background as residents shouted "Allahu Akbar (God is greatest)."
It was not possible to verify the video or many of the details from activists, as media access to such locations is restricted in Syria.
The rebel FSA agreed a truce last week for government forces to withdraw from rebel-held Zabadani, 30 minutes' drive from Damascus. It said the army had had to pull back because of the large number of desertions from its ranks.
What began last March as peaceful protests against four decades of Assad family rule has grown more violent as protesters began fighting back against the security forces' crackdown and were joined by rising numbers of army deserters.
The United Nations said in December that more than 5,000 people had been killed in the wave of protests. Syria says more than 2,000 security force members have been killed by militants.
The state news agency SANA said "terrorist groups" killed seven soldiers, including an officer, in the Damascus suburbs on Saturday. SANA reported the burial of 28 members of the security forces killed in different parts of the country, and showed pictures of bloodied corpses and a funeral procession led by soldiers carrying wreaths.
U.N. RESOLUTION TALKS
On Friday, the Security Council discussed a European-Arab draft U.N. Security Council resolution aimed at halting the bloodshed in Syria. Britain and France said they hoped to put the draft resolution to a vote next week.
The Arab League's deputy secretary general said the group was also in talks with Russia ahead of the Security Council meeting.
Russian officials have not commented on their talks with the Arab League, but Moscow's U.N. ambassador Vitaly Churkin previously said Russia found the League plan unacceptable but was willing to "engage."
Russia joined China in vetoing a previous Western draft resolution in October and has since promoted its own draft. Churkin said Moscow wanted a Syrian-led political process, not "an Arab League-imposed outcome of a political process that has not yet taken place" or Libyan-style "regime change.
The prominent opposition Syrian National Council said it was joining the Arab League at its Security Council meeting to request "protection." The SNC has previously called for international forces to implement a no-fly zone in Syria.

NEW YORK ? In corrections systems nationwide, officials are grappling with decisions about geriatric units, hospices and medical parole as elderly inmates ? with their high rates of illness and infirmity ? make up an ever increasing share of the prison population.
At a time of tight state budgets, it's a trend posing difficult dilemmas for policymakers. They must address soaring medical costs for these older inmates and ponder whether some can be safely released before their sentences expire.
The latest available figures from 2010 show that 8 percent of the prison population ? 124,400 inmates ? was 55 or older, compared to 3 percent in 1995, according to a report being released Friday by Human Rights Watch. This oldest segment grew at six times the rate of the overall prison population between 1995 and 2010, the report says.
"Prisons were never designed to be geriatric facilities," said Jamie Fellner, a Human Rights Watch special adviser who wrote the report. "Yet U.S. corrections officials now operate old age homes behind bars."
The main reasons for the trend, Fellner said, are the long sentences, including life without parole, that have become more common in recent decades, boosting the percentage of inmates unlikely to leave prison before reaching old age, if they leave at all. About one in 10 state inmates is serving a life sentence; an additional 11 percent have sentences longer than 20 years.
The report also notes an increase in the number of offenders entering prison for crimes committed when they were over 50. In Ohio, for example, the number of new prisoners in that age group jumped from 743 in 2000 to 1,815 in 2010, according to the report.
Fellner cited the case of Leonard Hudson, who entered a New York prison at age 68 in 2002 on a murder conviction and will be eligible for parole when he's 88. He's housed in a special unit for men with dementia and other cognitive impairments, Fellner said.
A.T. Wall, director of the Rhode Island Department of Corrections and president of the Association of State Correctional Administrators, said he and his colleagues regularly exchange ideas on how to cope with the surging numbers of older prisoners.
"We are accustomed to managing large numbers of inmates, and it's a challenge to identify particular practices that need to be put into place for a subset," he said. "There are no easy solutions."
Wall said prison officials confront such questions as whether to retrofit some cells with grab bars and handicap toilets, how to accommodate inmates' wheelchairs, and how to deal with inmates who no longer understand instructions.
"Dementia can set in, and an inmate who was formerly easy to manage becomes very difficult to manage," he said.
States are trying to meet the needs. Some examples:
_Washington state opened an assisted living facility at its Coyote Ridge prison complex in 2010, with a capacity of 74 inmates. It's reserved for inmates with a disability who are deemed to pose little security risk.
_The Louisiana State Penitentiary has had a hospice program for more than a decade, staffed by fellow prisoners who provide dying inmates with care ranging from changing diapers to saying prayers.
_In Massachusetts, a new corrections master plan proposes one or more new facilities to house aging inmates who need significant help with daily living. Some critics object, saying inmates shouldn't get specialized care that might not be available or affordable for members of the public.
_Montana's corrections department is seeking bids for a 120-bed prison that would include assisted-living facilities for some elderly inmates and others who need special care.
In Texas, legislators have been considering several options for addressing the needs of infirm, elderly inmates. State Rep. Jerry Madden, chairman of the House Corrections Committee, said no decisions have been made as the experts try to balance cost factors and public safety.
"You can't just generalize about these prisoners," he said. "Some are still extremely dangerous, some may not be.... Some you wouldn't want in the same assisted living facility with your parents or grandparents."
Fellner, who visited nine states and 20 prisons during her research, said corrections officials often were constrained by tight budgets, lack of support from elected officials, and prison architecture not designed to accommodate the elderly.
She noted that prison policies traditionally were geared to treat all inmates on an equal basis. So it may not be easy for prison officials to consider special accommodations for aging inmates, whether it be extra blankets, shortcuts to reduce walking distance, or sparing them from assignments to upper bunks.
The report said the number of aging prisoners will continue to grow unless there are changes to tough-on-crime policies such as long mandatory sentences and reduced opportunities for parole.
"How are justice and public safety served by the continued incarceration of men and women whose bodies and minds have been whittled away by age?" Fellner asked.
One of the problems facing prisons is that many of their health care staff lack expertise in caring for the elderly, according to Linda Redford, director of the geriatric education center at the University of Kansas Medical Center.
"It's a big struggle for them to keep up," said Redford, who has helped train prison staff and inmates in geriatric care.
"They're used to having to deal with issues of younger prisoners, such as HIV and substance abuse," she said.
Under a Supreme Court ruling, inmates are guaranteed decent medical care, but they lack their own insurance and states must pay the full cost. In Georgia, according to Fellner's report, inmates 65 and older had an average yearly medical cost of $8,565, compared with $961 for those under 65.
Redford said the challenges are compounded because inmates' health tends to decline more rapidly than that of other Americans of the same age due to long-term problems with drug use and poor health care.
"In the general population, 65 doesn't seem that old," Redford said. "In prison, there are 55-year-olds looking like they're 75."
Many states have adopted early release programs targeted at older inmates who are judged to pose little threat to public safety. However, a 2010 study by the Vera Institute of Justice in New York City found the laws were used infrequently, in part because of political considerations and complex review procedures.
Redford said a common problem is finding nursing homes or other assisted-living facilities that will accept released inmates who have family to live with.
"Nursing homes don't want former felons," she said. "Some states are looking at starting long-term care facilities outside prison for that could take care of parolees."
For inmates who are terminally ill and have no close family on the outside, it's probably more humane to let them die in prison if there's a hospice program available, Redford said.
"The inmates who are volunteering are at those guys' sides when they die ? they're really committed to making the last days as comfortable as possible," Redford said. "They're not going to get that on the outside."

WASHINGTON (Reuters) ? School meals for millions of children will be healthier under obesity-fighting U.S. Department of Agriculture (USDA) standards unveiled on Wednesday that double the fruits and vegetables in cafeteria lunches - but won't pull French fries from the menu.
In the first major changes to school breakfasts and lunches in more than 15 years, the new USDA guidelines will affect nearly 32 million children who eat at school. They will cost the federal government about $3.2 billion to implement over the next five years.
"Improving the quality of the school meals is a critical step to building a healthy future for our kids," Agriculture Secretary Tom Vilsack said in a statement.
The new meal requirements are part of the Healthy, Hunger-Free Kids Act championed by first lady Michelle Obama. President Barack Obama approved the measure in late 2010.
The guidelines double the amounts of fruits and vegetables in school lunches and boost offerings of whole grain-rich foods. The new standards set maximums for calories and cut sodium and trans fat, a contributor to high-cholesterol levels.
Schools may offer only fat-free or low-fat milk and must assure that children are getting proper portion sizes, the USDA said.
The new standards will be largely phased in over a three-year period, starting in the 2012-13 school year.
About 17 percent of U.S. children and teenagers are obese, according to the Centers for Disease Control and Prevention. About one-third of U.S. adults are obese.
FRIES WITH THAT?
Lawmakers altered the guidelines in November. They barred the USDA from limiting French fries and ensured that pizza counted as a vegetable because of its tomato paste.
Trade associations representing frozen pizza sellers like ConAgra Foods Inc and Schwan Food Co as well as French fry sellers McCain Foods Ltd and J.R. Simplot Co were instrumental in blocking changes to rules affecting those items.
Margo Wootan, nutrition policy director for the non-profit Center For Science in the Public Interest, said that the new standards were a big improvement despite food industry lobbying and the congressional revamp.
"The new school meal standards are one of the most important advances in nutrition in decades," she said in a statement.
The Environmental Working Group said the changes could pack a financial punch since they may help reduce medical bills related to diabetes and other obesity-related chronic diseases.
"A healthier population will save billions of dollars in future health care costs," said Dawn Undurraga, EWG's staff nutritionist.
As an example of a new meal, the USDA said an elementary school lunch could be whole wheat spaghetti with meat sauce and a whole wheat roll, green beans, broccoli, cauliflower, kiwi, low-fat milk, low-fat ranch dip and soft margarine.
That lunch would replace a meal of a hot dog on a bun with ketchup, canned pears, raw celery and carrots with ranch dressing, and low-fat chocolate milk.
As part of the new standards, schools will receive another 6 cents a meal. The $3.2 billion needed to implement the program for five years covers the cost of food and increased USDA inspections of school menus.
Food and beverages sold in vending machines and other school sites "will also contribute to a healthy diet," the USDA statement said.
The USDA gives school districts funds for meals through its National School Lunch and School Breakfast programs.

WELLINGTON, New Zealand ? Two years ago, Megaupload founder Kim Dotcom joked in emails with his new neighbors in New Zealand about his bad-boy reputation before telling them his criminal past was behind him and he was coming to the country with good intentions.
"I am a former hacker" who was once convicted of insider trading, he wrote, before going on to say "In all seriousness: My wife, two kids and myself love New Zealand and 'We come in peace.'"
Dotcom's emails came to light Wednesday, the same day a New Zealand judge denied him bail following his arrest on U.S. accusations of copyright infringement and a U.S. official confirmed the arrest of a fifth member of his company.
Judge David McNaughton in Auckland denied Dotcom bail pending a hearing Feb. 22 on his possible extradition to face trial in the United States, saying Dotcom poses a flight risk. Dotcom, 38, insists he is innocent and poses no flight risk.
New Zealand police arrested three other Megaupload employees last week on U.S. accusations they facilitated millions of illegal downloads of films, music and other content, costing copyright holders at least $500 million in lost revenue. McNaughton is expected to make bail rulings on the three later this week or early next week.
In Washington, a U.S. Justice Department official said Dutch police have arrested a fifth suspect ? software programmer Andrus Nomm, 32, a citizen of Estonia and a resident of both Turkey and Estonia. The official spoke on condition of anonymity because the case is still pending.
In New Zealand, Dotcom's neighbor Kevin Crossley said Dotcom cut an imposing figure when he took a lease on the $24 million luxury mansion in their sleepy neighborhood of Coatesville, near Auckland. Crossley said he never met Dotcom, but he would see him zooming past in luxury cars when he went horse riding.
Dotcom sent emails to Crossley's wife France Komoroski and other neighbors, joking that "a criminal neighbor like me" could help them with insider stock tips and tax fraud. But then he turned serious.
"Fifteen years ago I was a hacker and 10 years ago I was convicted for insider trading," he wrote. "Hardly the kind of crimes you need to start a witch hunt for. Since then I have been a good boy, my criminal records have been cleared, and I created a successful Internet company that employs 100+ people."
Dotcom first developed a reputation as a computer hacker in his native Germany, where he was born Kim Schmitz.
Later, in 2002, he received a 20-month suspended sentence after being found guilty of manipulating stock prices to earn himself $1.1 million.
The flamboyant Dotcom also made headlines after the terrorist attacks of 9/11 when he offered a $10 million reward on his website for information leading to the capture of al-Qaida leader Osama bin Laden.
In New Zealand, Prime Minister John Key faced awkward questions Wednesday about how immigration officials could have granted Dotcom residency despite his prior convictions ? and then the government could later turn down his application to buy the Coatesville mansion due to questions over his character prompted by those same convictions.
Key said Dotcom had disclosed his convictions in his immigration application but that enough time had elapsed to give him a clean slate. Key acknowleged it seemed inconsistent that the test for buying land would be higher than the test for residency.
"What I've asked my officials to do, is to go away and have a look, because there's clearly a potential anomoly there," Key told reporters Wednesday.
In all, U.S. authorities have charged seven men in the conspiracy case and are still seeking the arrest of the remaining two men.
Authorities in the U.S. are seeking to extradite the four men arrested in New Zealand and are also expected to seek Nomm's extradition.

NAPLES, Fla. ? GOP presidential candidate Newt Gingrich began receiving payments from Freddie Mac in 1999 under a contract that paid his consulting business $25,000 a month to work with the mortgage giant's chief lobbyist, according to a second agreement released Tuesday night.
The contract specifically excluded lobbying services, stating "nothing herein is or shall be construed as an agreement to provide lobbying services of any kind or engage in lobbying activities."
The Center for Health Transformation, founded by Gingrich, provided the second contract a day after releasing a 2006 agreement for Gingrich's services. The two contracts paid Gingrich's consulting business $1.65 million and required Gingrich to report to Freddie Mac's lobbying office.
The 1999 contract was signed in July and renewed through 2002, and the 2006 contract was renewed for one year in 2007, said Susan Meyers, a spokeswoman for the Center for Health Transformation.
Gingrich's work with Freddie Mac has received renewed scrutiny as GOP rival Mitt Romney has criticized the arrangements as influence peddling by the former House speaker. Gingrich has blasted Romney, saying he has mischaracterized his work in a desperate attempt to regain momentum in the Republican presidential race.
Gingrich in the past described his work for the government back mortgage company as that of a historian, and later he said he served as a strategic adviser. For months he has said he could not provide the Freddie Mac contracts related to his work because they were confidential, the property of a consulting business that he no longer ran. But after Romney's repeated criticism on the issue, Gingrich persuaded his former business partners to release the contracts.
Gingrich's ties to Freddie Mac could be a liability for him in Florida, where the next GOP primary is scheduled Jan. 31. The housing crisis hit the state particularly hard, and Freddie Mac has been blamed for contributing to the crisis.
Romney has pressed Gingrich further to release details of his work for Freddie Mac, including any work product or reports completed for the company that would show exactly what type of services he provided. Gingrich urged the consulting company he left last year to release the contracts, but no other materials have been released.
The second contract released Tuesday night provides more detail on the work Gingrich was hired to perform, including "serve as advisor to Freddie Mac in the areas of strategic planning and public policy." It also called on Gingrich, who is mentioned by name in the second contract, to "engage in discussions" with Freddie Mac's chief lobbyist and senior officers "to strategize on approaches to Freddie Mac business opportunities and challenges."
Gingrich, who was hired to help the company reach out to Republicans, also was expected to "contribute to Freddie Mac corporate planning and business goals" and to "meet with major stakeholders of Freddie Mac."
The contract also states that "neither The Gingrich Group nor Newt Gingrich will provide lobbying services of any kind nor participate in lobbying activities on Freddie Mac's behalf."
The second contract also provided up to $1,000 a month for Gingrich's expenses.
Freddie Mac reserved the right to cancel the 1999 contract if Gingrich, who resigned his House leadership after a poor showing by Republicans in the 1998 election, decided to get back into government.
Other terms of the contract are similar to the first provided by the Center for Health Transformation, which was created by Gingrich in 2003 to focus on health-care issues. Gingrich left the center, formed as a part of his Gingrich Group consulting business, last year before announcing his candidacy for president.

NEW YORK (Reuters) ? Stocks rising, bulls rampant are motifs you might pick if designing a coat of arms for Wall Street at the moment. But the motto should read: Caveat emptor. Yes, buyer beware.
The S&P 500, a broad measure of the market valuation of the biggest U.S. publicly traded companies, is up 20 percent from its October closing low. It keeps climbing on a mixed bag of fourth-quarter earnings, improving U.S. economic data, and easing credit conditions in Europe. It now stands at its highest level since early last August.
We have already seen what is probably the first upgrade of a target level for the index this year courtesy of Credit Suisse.
The CBOE Volatility Index, or VIX (.VIX), a measure of what investors are paying to protect themselves against the risk of losses, is at its lowest level in seven months.
So it raises the question: Is this another Jackson Hole moment for risk assets?
At the Wyoming retreat in late August 2010, Federal Reserve Chairman Ben Bernanke sparked what was the second major leg of the stock market's rally from bear market lows the year before.
Is this the start of the third?
FRIENDLIER FOOTING FOR STOCKS
For Andrew Garthwaite, the Credit Suisse analyst behind the firm's more bullish stance, there are big changes afoot that are creating a more benign environment for stocks.
First, the European Central Bank's long-term repo operations are succeeding in reducing stresses in the region's banking sector. This week, three-month dollar Libor, the cost at which European banks can borrow dollars, marked its ninth straight day of declines.
Analysts say heavy cash infusions from the European Central Bank since late last year and signs of revived willingness to lend by U.S. investors in the new year show the banking system is flush with cash.
The U.S. economy is looking stronger than thought, with notable movement in the long-dormant housing market, where sales of previously owned homes just rose to an 11-month high.
In China, the engine of global growth whose manufacturing sector has been showing worrying signs of slowing, policymakers have demonstrated willingness to make conditions easier by lowering banks' reserve requirements.
"As we approach our year-end target two weeks into January, we have to ask ourselves the following questions: What has changed? Will equities rally further?," Garthwaite said in a research note.
His answer to the second question was yes. Credit Suisse raised its year-end S&P 500 target to 1,400 from 1,340. Critically, however, the firm did not overweight equities, saying the risks of a more severe recession in Europe and a slowdown stateside were still there.
HEALTHY DOSE OF SKEPTICISM
For Nicholas Colas, chief market strategist at the ConvergEx Group in New York, the rally remains largely untested. More scary headlines from Europe or any signs that the global economy is deteriorating could spark a sharp reversal.
Heading into the weekend, Greece was closing in on an initial deal with private bondholders that would prevent it from tumbling into a chaotic default. Creditors faced to 70 percent of the loans they have given to Athens.
"It's a confidence-based rally with the overhang of several still meaningful events to come," Colas said. "It is all well and good to say that the Greek default is well understood, but we haven't gone through it."
Outside the United States, there are mixed signals from the global economy, too.
China's factory activity likely fell for a third successive month in January. The HSBC flash manufacturing purchasing managers index (PMI), the earliest indicator of China's industrial activity, stood below 50.
The Baltic Exchange's main sea freight index (.BADI), which tracks rates to ship dry commodities and can be a useful gauge of economic activity, fell to its lowest level in three years on Friday on a growing surplus of vessels and a slump in cargo demand.
That is at odds with the work of RBC technical analyst Robert Sluymer. He sees growing outperformance of industrial metal copper to the safe-haven bet of gold as well as an upturn in a basket of Asian currencies as a bullish sign for the economy.
The caution generated by the mismatches in the various data points is perhaps reflected in by U.S. interest rates.
The yield on the U.S. 10-year Treasury note has hovered at 2 percent or just below for the last month despite a brief spike in mid-December. That suggests bondholders are not eagerly embracing the improving economy thesis for the moment.
"There is still a lot of skepticism about recovery, about moving into risk assets, about a lot of things," Colas said.
"If you really wanted to believe this about incrementally economic certainty and expansion ... I would have thought you'd expect to see the 10-year back over 2 percent."
EARNINGS, DATA AND THE FED
A blitz of earnings and economic indicators next week will provide an important gauge of the economy's health.
What's more, the Federal Reserve's policymakers will convene their first meeting of the year with a two-day session that starts on Tuesday. The Federal Open Market Committee, the Fed's rate-setting panel, will release its policy statement on Wednesday. No fireworks are expected, but a decision to release individual policymakers' interest-rate forecasts could alter expectations for rates on the margins.
Monday will start one of the two most hectic weeks of the earnings season. Marquee names due to report earnings on Monday include Texas Instruments Inc (TXN.O) and Halliburton Co (HAL.N), followed by Apple Inc (AAPL.O), DuPont (DD.N), Johnson & Johnson (JNJ.N), McDonald's Corp (MCD.N), Verizon Communications (VZ.N) and Yahoo! Inc (YHOO.O) - all on Tuesday.
Boeing (BA.N), ConocoPhillips (COP.N) and United Technologies (UTX.N) are set to release results on Wednesday. Thursday's earnings line-up includes 3M Co (MMM.N), AT&T Inc (T.N), Starbucks (SBUX.O) and Time Warner Cable Inc (TWC.N). On Friday, earnings are expected from Chevron Corp (CVX.N), Honeywell International (HON.N) and Procter & Gamble Co. (PG.N)
In the coming week, economic indicators to watch will include December pending home sales data, a key measure of the housing market, on Wednesday as well as the latest weekly claims for jobless benefits on Thursday. December durable goods orders and new home sales for December also will be released on Thursday.
The week will wrap up with the Commerce Department's first look at fourth-quarter U.S. gross domestic product and the final reading for January on consumer sentiment from Reuters and the University of Michigan.
In terms of companies beating expectations, fourth-quarter earnings season has not been as good as previous ones. Of the approximately 70 companies in the S&P 500 that have reported earnings so far, 60 percent have exceeded analysts' estimates, according to Thomson Reuters data.
In comparison, in the third quarter at this early point in the reporting cycle, 68 percent had beaten Wall Street's forecasts - well below the 78 percent in that category in the second quarter, Thomson Reuters data showed.
There have also been some high-profile misses on both revenue and earnings.
General Electric Co's (GE.N) fourth-quarter revenue fell short of Wall Street's expectations, with Europe's weakening economy and weak appliance sales the main culprits.
On the other hand, banks' earnings have served as a positive catalyst for the stock market so far. The sector has been one of the market's leaders despite mixed earnings, a sign that investors' worst fears did not materialize.

Former Penn State star Lydell Mitchell visited Joe Paterno about a week and a half ago, hoping to get just a moment with his ailing coach.
After an emotional hour and a half, Mitchell said goodbye and told Paterno that he would always have the support of his players.
"I said, 'Hey, man, we love you.' We'll fight the fight for him," Mitchell said Sunday after Paterno died at age 85.
"Joe's legacy will always be intact because we won't let Joe's legacy die," said Mitchell, who played running back at Penn State from 1968-72.
Paterno won more games (409) than any coach in major college football history during 46 seasons at Penn State.
"I think history will say that he's one of the greatest," former Florida State coach Bobby Bowden, second on the wins list, told The Associated Press. "Who's coached longer? Who's coached better? Who's won more games? Who's been more successful than Joe? Who's done more for his university than Joe? You've lost one of the greatest. He probably means the same thing up there that Bear Bryant meant down here. He's an icon."
Sports figures by the dozen, including many Penn State alumni, and fans by the thousands paid tribute to Paterno after the longtime coach died from complications of lung cancer less than three months after he was ousted amid a child sex abuse scandal involving one of his former assistants.
"It's just sad because I think he died from other things than lung cancer," former Penn State tight end Mickey Shuler said.
Before the Penn State wrestling team faced Iowa at Rec Hall on the State College, Pa., campus on Sunday afternoon, a moment of silence was observed.
When it was over the capacity crowd of more than 6,500 gave a 30-second standing ovation while an image of Paterno flashed on two video boards.
The screen flashed the words "Joseph Vincent Paterno. 1926-2012," just below the digitized picture of a smiling Paterno, wearing a blue tie and blue sweater vest with arms crossed across his chest.
"Please recognize now the passing earlier today of Penn State educator, philanthropist and coach, Joe Paterno," the announcer said.
"With coaching milestones too significant too list and impact too substantial to measure, JoePa ? as he is known to Nittany Lion fans everywhere ? will forever be remembered as a man whose family includes a team, a university and an entire sport," the announcer said. "Thank you Coach Paterno."
There also were moments of silence at Penn State men's and women's basketball games.
Former Penn State assistant coach Tom Bradley, who was interim coach for the Nittany Lions after Paterno was pushed out, called his former boss his "mentor for 37 years."
"Coach Paterno never believed that his role as 'Coach' ended after practice, or when the fourth quarter wound down or when a student-athlete graduated," Bradley said in a statement. "He was a coach for life."
Paterno began his career at Penn State in 1950 as an assistant coach under Rip Engle.
That's when Pro Football Hall of Famer Lenny Moore played for the Nittany Lions. Moore joined Mitchell ? they both played for the Colts and live in Baltimore ? for that trip to State College a couple weeks back.
Moore said he, Mitchell, Paterno and Paterno's wife, Sue, sat around the kitchen table and talked until it got dark and the visitors needed to get back.
"We talked the whole time and he was very together," Moore said. "Didn't look like he was having any pain. We told him we loved him and we left.
"I'm glad that we had the opportunity to do it. And I was glad that I told him how I felt about him."
Mike Guman, who played fullback for Penn State in the late 1970s, said the Paterno's legacy will be carried on by the many people whose lives he has touched.
"Football's a small part of his legacy, but it goes far beyond that," he said. "You could have become a good football player at many places but you wouldn't have become the man you are if you didn't go to Penn State."
Guman said he didn't think Paterno was treated fairly at the end of his time at Penn State and Mitchell agreed.
"They knew Joe was going to retire (at the end of last season)," Mitchell said "They could have let that play out but I think they panicked and jumped the gun."
Ohio State coach Urban Meyer ? one of many sports figures to pay tribute ? said he was fortunate to have developed a personal relationship with Paterno over the last few years. In Meyer's last game at Florida, his Gators beat Penn State.
"We have lost a remarkable person and someone who affected the lives of so many people in so many positive ways," Meyer said in statement. "His presence will be dearly missed. His legacy as a coach, as a winner and as a champion will carry on forever."
