Japanese news reports are saying that three Australian activists who boarded a security ship accompanying the Japanese whaling fleet will be handed over to Australian authorities.
Japan's Kyodo news service says the two governments are trying to find the best way to return the men - Geoffrey Tuxworth, Simon Peterffy and Glen Pendlebury - to Australian authorities.
The report says the Japanese government is not interested in taking them to court because they did not injure crew members when they illegally boarded the Shonan Maru 2.

After boarding the ship the Australians demanded they be taken back to shore in an attempt to disrupt its trailing of the Sea Shepherd ship the Steve Irwin.
But the Shonan Maru 2 remained at sea and they were put into isolation where it was reported on Tuesday they have gone on a hunger strike.
Their actions sparked a spate of diplomatic dialogue between Australia and Japan as Attorney-General Nicola Roxon looked to reach a quick outcome.
Ms Roxon said the government's top priority was to contact the men and ensure their safety and well-being, although she noted they had boarded the vessel "with their eyes open".
"If people take the law into their own hands there are consequences for doing that and I think we're seeing some of those playing out," she said.
